Uneven grading standards and small sizes are unsightly

I have given grading values for waist, hips and thighs. Then you will see that some of the smaller sizes look ugly for different values. How do I fix this shape? Here i'm also attached a snapshot and gave red highlight mark for better understanding.
Can I get any idea how to resize ugly shapes to new shape?
