Creating neck tape can be achieved using one of the following two methods:

First method:

Create neck tape as a pattern piece.

Use insert > rectangle to create a pattern the length of the edge where neck tape is to be applied.
Select the back neckline on the back body and neck band.
Clone by offset half the distance of the neck tape.
Stitch the neck tape pattern to the internal lines.
Apply force multiplier to the edge of the neck tape.

Second method:

Create neck tape as an edge assignable trim.

Scan an image of a physical neck tape sample.
Add the neck tape as an edge assignable trim.
Cropping the image in half, assign the seam tape to the top and bottom edge of the back neck.
Hide the face or back of the neck tape image.
Group the seam with a single needle.
Apply force multiplier to the edges where the neck tape texture is applied.
